Council of Europe: surrogate motherhood, De Sutter report. Closed-door EU Council meeting in Paris

(Strasbourg) The resolution of the Parliamentary Assembly of the Council of Europe (PACE) that will be discussed in Paris on 15th March, during the meeting of the Social Affairs committee of the EU Assembly, is called “Human rights and ethical matters in connection with surrogate motherhood”. The meeting will be held behind closed doors. The text should eventually be forwarded to Parliament and be voted on at the plenary session due to take place in Strasbourg on 18th to 22nd April. There are several controversial points in the document, as SIR had already mentioned before. Actually, the draft Resolution first shows the risks that affect people involved in surrogate motherhood; however, the text proposes to “regulate” them, i.e. a sort of conditional legalisation. The contents of the Resolution, which has been drawn up by Belgian senator Petra De Sutter and is arousing a fierce debate within the Council of Europe, contradicts a resolution that was passed last December by the European Parliament (EU), which rules out any use of a “host uterus”. In addition, the conflict of interest is clear here, because senator De Sutter, a gynaecologist, is in charge of a centre for assisted reproduction in Belgium, which also practises surrogate motherhood. While preparing the document, the PACE Committee held hearings with some surrogate motherhood experts in September 2015, while De Sutter made informative visits to specialist centres in the United Kingdom and Ukraine.
